There is no such thing as a "rapid refund" with TurboTax, so not sure what you are referring to. TurboTax does not control when the IRS will issue your refund. Only the IRS is in control.
TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. “21 days” is not a promise from TurboTax or the IRS.
First, check your e-file status to see if your return was accepted:

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2022 Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

OR——if you filed by mail, expect a long wait. It is taking the very backlogged IRS six to nine months to process mailed returns. Until a human opens your envelope and enters the data into the system, nothing will even show up on the refund site, so you will have to be very patient.
TurboTax does not receive any kind of tax refund, federal or state.
If you requested to have the TurboTax account fees deducted from your federal tax refund, the IRS will send the refund to a third party processor to have the fees and the service charge deducted. The third party processor will deduct the TurboTax fees plus the service charge and then attempt to direct deposit the remaining refund balance into the account that you entered on your tax return.

Do you mean that your son got a Refund Advance from TurboTax, or did he get a "rapid refund" loan somewhere else? If he got it from somewhere other than TurboTax, he has to talk to whoever he got the rapid refund from.
If he got a Refund Advance from TurboTax, he had to have filed in January or early February, because the Refund Advance program ended February 15. With a Refund Advance he would have gotten the advance (the loan amount) right away, and the rest of his refund later, after the IRS paid his refund. Which money are you looking for: the advance or the balance of his refund? The advance would have been given to him on a Credit Karma Visa Debit Card.
