A "Do Not File" or "Copy - Not Final" watermark on your RITA (Regional Income Tax Agency) form in TurboTax, means the document is a draft, the forms are not yet finalized for paper filing, or the software is waiting for an update.
The TurboTax Forms Availability website indicates that Ohio RITA Form 3 and Form 37 are expected to be available on February 12, 2026.
Thanks, hopefully I’ll get it on the 12th because I tried to file the whole thing again on Rita app and it’s complicated.
No copy to be mailed yet, today is the 15th. I think I have to do the whole thing again through Rita. This is so unfortunate, it’s not a very user friendly process but I’ll try. Thank you so much for your reply to my initial question.
Form 37 for Ohio RITA local taxes is available in both the download and online versions. TurboTax does allow for printing and filing RITA forms, however, e-filing of RITA is not supported.

can you tell me how can I access the file for printing???

Yes, I can provide the printing instructions for your return. It's not clear why your form shows 'not for file' except it is not eligible for e-file. If the printed return shows this message you can use it to complete it on the Rita app.
