My return had the wrong last name for my spouse, I amended it but it's showing the wrong name and won't let me fix it now.

Don't amend your return just to fix your spouse's last name.  The IRS goes mainly by Social Security Numbers.  If your return is rejected, you can go back in and make the change.  You can do this is by clicking My Info in the black bar on the left side of the screen.

I got the notice it was rejected, then amended it with the correct name and printed it for mailing as instructed. The printed return had the wrong name on it and now it says I can't amend it again until 1040X is available.

Amend will not be available in TurboTax until late March. The printed amend you did will not work, because the Form 1040X is not yet in TurboTax.  When it is available you will click the Amend button and then be able to e-file the amended return.
