The IRS does not give a time. Even the date for receiving a tax refund is only an estimate. It takes additional time for refunds to be processed after leaving the IRS, and for financial institutions to accept and deposit them to bank accounts and products like debit cards.
Even though the IRS issues 9 out of 10 tax refunds within 21 days, it's possible your return may require additional review and take longer to process.
