My parents (green card) are my dependent. But IRS declined the tax credit since their TIN are expired. I now know that I can't claim them -no ACA. Do I need amendment?

The IRS has already adjusted your return, you don’t need to amend unless they tell you to.  Next year, apply for the ITINs when you file your return.
