you would have to call IRS to find out. there is nothing you can do from the TT side.

But the IRS isn't taking it the debt collection agency for the student loans are

Again--there is nothing TurboTax can do with this. TurboTax has no involvement whatsoever with offsets to your refund. This is a problem for you to sort out with the IRS and the student loan administrator.
