How did you try to file it--by efile or by printing and mailing? If you chose to file by mail, TurboTax does not mail it for you. If mailing, then you physically have to do it.
If you tried to efile it, we can only guess here, but here are some possibilities:
1) If you efiled the 2016 state return separately after efiling the Federal return, it's possible you didn't go all the way to the final screen to click the button to transmit the state return.
2) If you efiled it at the same time as the Federal return, and if that was filed early in tax season (late January or first half of February), then that is a period when some state forms may not have yet been available and ready for efiling. In that case, the state efile won't complete, and one has to go back later once all the forms are ready and try again.
3) It's possible that the efiled state return was rejected. In that case one would have needed to correct the reason for the rejection and resubmit the efile.
There should be a clue in your account as to what might have happened. Log in and go to the section "Your Tax Returns & Documents". Expand that section and choose tax year 2016. What is shown for "status" of the 2016 state return--does it say accepted, rejected, printed, started, incomplete, or what?
Printed means you had to print it out and mail it to the state yourself. Did you? You have to print and mail prior year returns now. You can not efile prior year returns. Only you can print it now.
