My refund should have been $ 3,147.00 federal, but the issued refund was $1,411.88 after fees. The IRS may have reduced the amount because you owe back taxes or there is a garnishment issue for child support or something similar. If so, you will get a notice in the mail within a week or two from the IRS explaining the difference.

Your refund could be offset. It could have been offset after the federal released your refund.
The IRS and State Governments have the ability to offset a refund to pay for certain past due debts. You generally will receive a letter stating what the offset was for.
