My direct deposit is today February 27 2019 and the IRS has not sent them, what time will the IRS send them and what time will it come in?

There is no time table I can quote ... until the IRS releases the refund you will not get it ... check the IRS site and your bank once a day to check on the progress ... it is possible the refund will show up even if the IRS tool is still on the second bar.
