If you had two or more employers in 2020 and the total of all Social Security taxes withheld in box 4 of your W-2 is greater than $8,537.40, the excess SS taxes will be entered on your federal tax return Schedule 3 Line 10.
The total from Schedule 3 Part II flows to Form 1030 Line 31 as a tax payment.
The excess SS taxes withheld will be included in your federal tax refund or they will reduce the amount of federal taxes owed.
Edit answer to box 4 of W-2...
TurboTax will do what DoninGA described automatically. You don't have to do anything to get the credit except to enter your W-2s.
If you are filing a joint tax return with your spouse, make sure that each W-2 is entered for the correct person. After you enter all your W-2s, check on the W-2 summary screen to make sure each one was entered for the correct person.
And if you are married the Max SS is per person. Not for both spouses combined.
