I never received my refund and the irs told me it was sent to turbo tax

Money is never sent to TurboTax.  It might of been sent through Santa Barbara Tax Group, if you choose to pay for your TurboTax through your refund.

The fee is an option if you want to take the cost of TurboTax and to avoid this, you need to pay up front.  There is a $34.99 Refund Processing Fee for that service.
