Missed including 1099-B unknowingly -- but no extra tax liability - shall I amend

In the past year I did not sell any stocks but had a 1099-B for RSU vest "sell to cover." Since the total RSUs equivalent $ were already included in W-2 I did not know that I had to include 1099-B in taxes. It says the basis is not reported. With correct basis, the net capital gain is 0.

 

Do I need to amend the return now? 1040-x net change column will be all 0s. 

 

If I need to amend, what shall I write for "Explanation of Changes?"

The IRS will discover that you failed to report this. It matches 1099-B (proceeds) info to what's on the taxpayer's return. It has no way of determining whether there's unreported income since it is an uncovered transaction. You'll probably be asked to amend. Since you have no gain or loss, you can wait until they notify you 

 

The other issue is that TurboTax will likely not allow you to e-file with no changes other than Schedule D having no change in line 16

No, not at all. The amended return can be filed by mail which is completely acceptable.
