Line 64 of CA Form 540 and Line 1 of CA Form 3519 don't match

I noticed that the amount listed in Line 1 of CA Form 3519 seems to be inaccurate. The amount listed is an amount that does not take into account the special credit listed in Line 43 of CA Form 540.

Line 64 of CA Form 540 does account for the special credit listed in Line 43 of CA Form 540.

Can someone explain how this happened?
