You may have to explain what you mean by that.  

What exactly are you seeing when you log into TurboTax?

Do you see evidence that you completed your return there, but it's showing that it hasn't yet been filed?

Or does it act like you have never even prepared a 2020 return at all, and it wants you to start one?

What do you mean by "turbotax app?"   Are you using the TurboTax Mobile App as opposed to Online TurboTax in a browser?

Yes precisely the app tells me something different in the website and I can’t get a hold of anybody

I'm sorry, but I don't have a good concept of what your issue is.  I don't know what the app is telling you, and what website you are referring to.  I asked some questions above to try to figure it out, but they weren't answered.

So. Just a quick update, I called the treasury and they informed me that  they made a mistake by going off last years records , indicating that I owed $218.00 . I finally got to the bottom of it. I have a refund date in a couple days that the refund tool did not mention  here is the number I called to talk about offsets or even possible offset (s) . Hope it helps!!
