It appears that TurboTax has taken my state tax payment that I owe out of my federal tax refund why is it still prompting me to print out and send in a voucher?

I am getting a refund for my federal taxes I owe $36 in state taxes my federal refund went down $36 after I finished filing I'm assuming that means that TurboTax is paying my state taxes but they also prompted me to print out a voucher to send in to pay my state taxes and I do not understand why they asked me to print out the voucher?

No you can never have a state tax due deducted from federal refund. Never

Check the printout or PDF of your return; look for the state cover sheet with the Turbotax logo.  If you owed tax, it will show the payment information and how/when you decided to pay.  Read the state payment instructions carefully since most states cannot be paid from within the TT system and requires additional steps.

You pay the state separately.....the whole thing.

There is an FYI page that shows a "NET" that is supposed to make you feel better....but that's just a touchy-feeley thing that is failing and confusing people.

You cannot direct any of your refund to a different tax authority...never.
