Is this right I filed my federal return and paid the requested payment. Just entered my state return and its resending my fed return and asking additions funds.

There should be no fee to send your federal return. Depending on your state, there is a fee plus an additional amount to have a refund deposited into your account. When filing just the state return, unclick the file electronically box and click mail my return. You don't have to print and mail the federal as you said it's already filed.
