If you didn't claim the credit on your original tax return you will need to file a Form 1040-X, Amended U.S. Individual Income Tax Return, to claim it. The IRS will not calculate the 2021 Recovery Rebate Credit for you if you did not enter any amount on your original tax return, or you entered $0.
Wait until the IRS either accepts or rejects your return.
If the IRS rejects your return, you can make the changes and re-submit your return.
If the IRS accepts your return, you have to wait until it has been fully processed and you have received your refund. Then you can prepare an amended tax return.

Do I have to wait until both Federal and State have been accepted to amend? Both are accepted and it's telling me I have to wait till March to amend
You must wait for the federal to fully process and you have the original refund in hand ... do NOT start the amendment process until then. This is the reason the amendment program is not functional until mid march ... the IRS doesn't want folks jumping the gun.
And while you wait ... look in your bank records ... that $1400 per person started going out in March but they were still being sent as late as June. Also look in your account on the IRS site ... it will also show what payments they already sent ... https://www.irs.gov/payments/your-online-account
To find the amount of the third payment, create or view your online account or refer to IRS Notice 1444-C, which we mailed after sending the payment. We’re also sending Letter 6475 confirming the total amount of the third Economic Impact Payment and any plus-up payments you were issued for tax year 2021.
