Is there a reason a received a $7823 refund from IRS instead of the &8648 that was reflected on TURBO TAX? No note from IRS as to why>

Your refund may have been subject to an IRS offset.  This FAQ explains:  https://ttlc.intuit.com/questions/2539782-what-is-a-refund-offset

If that's what happened, you'll receive a letter of explanation from the IRS.  But it make take a few weeks for you to get it.
