Is it possible to get a Refund with no taxable income?

I am a recent widower who left work to care for my kids. Income in 2016 was solely from life insurance and social security. Lots of the usual deductions but no W-2's

Is it possible to get a Refund with no taxable income?

Not likely- not from the IRS. You need earned income or (possibly) to have a child (or yourself) as an undergraduate in college to get a refund without a tax liability. Some states have refundable credits based on paying rent or being disabled, but I'm guessing you're in Alaska?
