While most of the time people get either a refund or have a balance due, it's quite possible to not receive a state refund or amount due (even return). A lot of states don't have as many deductions or credits available and some have more of a flat tax structure than the federal government. (I almost never get a state refund in my state).
I am not sure what line you are referring to under your tax refund. But, if you have already received your tax refund, then there shouldn't be anything left for you to do with your taxes or TurboTax.
