Yes, if you owe taxes you are not asked about setting up direct deposit.

If you owe tax due it will not need direct deposit information since the IRS does not need to make a deposit for you.

If you are referring to the stimulus money, the IRS will send you check in the mail when there is no direct deposit information in their system.
