We don't know yet. If it is it won't be until filing opens in January and only if they offer it to you.

When TurboTax has had refund advance loans, they have been offered in January to mid-February, and you cannot "opt in" for the loan. They only offer it to certain qualified users and they do not receive the loan until their e-file has been accepted by the IRS.
