IRS thinks there's a mistake in my 1040 regarding additional withholding box 25c, it thinks it should be 0, while TurboTax has put a number there.
I followed TurboTax's math - this number comes from box 24 on my 8959, which is calculated from boxes 19-22, and the math seems to be correct based on what I read in https://www.irs.gov/pub/irs-pdf/i8959.pdf .
Has anyone encountered this problem before? What should I do?

The IRS should have given an explanation on why they have concluded that you were not eligible to use Form 8959, Additional Medicare Tax. If the explanation was not included in the letter you received or you do not understand the reasoning given then you have to contact the IRS and speak with an agent. There should be a phone number included in the letter you received to call if you have questions.
If not or there is no answer then use this procedure for contacting the IRS -
Call the IRS: 1-800-829-1040 hours 7 AM - 7 PM local time Monday-Friday
When calling the IRS do NOT choose the first option re: "Refund", or it will send you to an automated phone line.
So after first choosing your language, then do NOT choose Option 1 (refund info). Choose option 2 for "personal income tax" instead.
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions."
- When it asks you to enter your SSN or EIN to access your account information, don't enter anything.
- After it asks twice, you will get another menu.
Press 2 for personal or individual tax questions.
Then press 3 for all other inquiries
It should then transfer you to an agent.

Did you mail in the return by chance ??? If so this could be a data input error by the IRS input operator or maybe you did not send in all the forms needed to support that line. Call the number on the notice to discuss this with the IRS or mail in a response as indicated in the notice and attack supporting documents like the TT forms/worksheets for this calculation.
did any of you w-2s include your spouse's? if so on their w-2 you must indicate it is for them otherwise the 8959 will be incorrect.

Thanks! I called IRS and talked to three representatives... the first one said I'd need to file an amended return, the second one doesn't think they're wrong and said I'd need to write a letter to contest it, finally the third one said I'll get the owed portion in 2-3 weeks. Persistence is the key!
