IRS says they are mailing refund check by mail by February 26,2019, will it be sent on or before that date? How long will it take to arrive? I'm in Wylie, Texas.

How long it will take for the check to arrive depends on the Postal Service. Even the IRS can't predict the Postal Service's performance.
