IRS says taxable Social Security benefits were calculated wrong. Turbo tax refund is 1813 while IRS Refund is 1304. Is Turbo tax in error?

In the Social Security section of the program, after entering the SSA-1099, you were asked if you lived in any of the foreign countries listed in 2025.  If you answered YES then the SS benefits would not be taxable on the Form 1040 Line 6b you completed and sent to the IRS.

Review your answer to the question and amend your tax return as needed if the question was answered incorrectly.

To enter Social Security benefits reported on form SSA-1099

Click on Federal Taxes (Personal using Home and Business)
Click on Wages and Income (Personal Income using Home and Business)
Click on I'll choose what I work on (if shown)
Scroll down to Retirement Plans and Social Security
On Social Security (SSA-1099, RRB-1099), click the start or update button

When you entered your SSA1099 the screen right after that asked if you lived in certain foreign countries in 2025.   If you skipped past that screen or answered incorrectly, your SS was not taxed correctly.   We keep seeing users who have made this user error, because they go too fast and do not read the screens.  Check to see what you did on that screen.   Does your Form 1040 have zero in line 6b?
