I can't send them 1095A because I don't have one and I don't know how to fill out 8962 because I didn't have healthcare from the marketplace. Confused to say the least.

First check with the Marketplace ... make absolutely sure you did not accidentally have the insurance for a minute in 2019. Then if you did not have it respond back and attach the 1095-B.
I did check the marketplace repeatedly and did not have insurance through them, at all. I assume you mean the 1095 B not 1099 B hopefully. Should I still attempt to fill out the 8962? Thank you so much for your response.
Yes 1095-B and without the 1095-A the 8962 would be completely blank. Respond to the IRS wither by mail or phone and explain that you do not have a 1095-A. If you are under the age of 26 it is possible you were still on your parent's insurance ... check with them just to be sure.
