Irs is asking for this years and last years return prior to issuing my refund. Is this normal?

IRS is doing more and more identity verification on returns. While not "normal" it seems to be a big thing they are doing this year to prevent fraud.

when I called, it was the IRS FRAUD Prevention number. It appears to be valid.
