IRS held my payment, Turbo Tax took money from my account. IRS deposited my refund minus the payment to Turbo Tax (double dipping) will the overpayment to Turbo refund?

If Turbo Tax has been overpaid, how will I get my refund from Turbo Tax - direct deposit overpaid amount into my account?

If TurboTax debited your bank account for product fee payment because your refund was delayed by the IRS, that bank debit does not include the service fee.  When your refund was ultimately released, the only additional subtraction should have been the refund processing service fee of 34.99 (or 39.99 for California filers.)    See this FAQ:

If you actually had product fees deducted again over and above the 34.99 (or 39.99) service fee, then you can phone TurboTax Customer Support about the double payment.  To get a phone number for TurboTax Customer Support, fill out the small form at the link below.  Enter a short question or a few keywords.  You will be assigned a phone number based on your issue. The phone number will not display when they are closed.

TIP: When you type your question into the form there, do not use the term "refund", or it may send you to an automated phone hotline to check on your tax refund.  Instead, input something like "billing issue" or "speak to an agent about my fees."
