While checking on my returnd the IRS indicates they have no record of it.

Hi, I filed my partnership return through TurboTax and received a confirmation it was accepted by the IRS. However, I received a notice from the IRS that it didnt receive the filing and now I have a penalty (and its growing). I have Audit Defense for 2019.

Based on the information provided by kkmc210, that 2019 federal tax return e-file was accepted by the IRS.  The IRS hasn't yet processed the refund.  Taxpayers are reporting unusually long wait times for refunds. TurboTax doesn't have any information about when your refund will be processed.

Your Illinois return apparently wasn't e-filed, and needs to be printed and mailed.
