When will I be able to amend my 2019 taxes. It says the form was ready on 2/8/19 but I do not see it.

IRS Form 1040X, Amended U.S. Individual Income Tax Return is estimated to be available on 02/22/19

The tax return should not be amended until the tax refund has been received from the IRS.
