Why is Pennsylvania denying our refund?

We filed a state return with Pennsylvania and we were suppose to get $720 in return but they are denying it.

Need to tell us a lot more.  Are you a PA resident?  Did you work in PA?  Why do you think you should be getting a refund???

Hello, so we live in Texas but my husband lived in PA for 5 months and worked there the entire time. When we filled our Income tax with turbo tax it said we would get a $720 refund from PA, but PA says we don't owe anything and aren't owed anything either, that we are just at $0.

PA withholding almot always exactly equals the PA tax. PA is correct.

If you worked in PA, barring a reciprocal agreement, you pay taxes to PA.  PA and TX do not have a reciprocal agreement.
