If you used the Refund Processing Service to receive the refund and pay the TT fees then you will need to talk to SBTPG to find out what happened. 


When you choose the option to pay the TurboTax fees out of the Federal refund that is handled by a third-party company called SBTPG (Santa Barbara Tax Products Group).   SBTPG receives your refund from the IRS at one of their 2 banks--Sunrise Banks of St. Paul, MN, or Citizens/Civista Banking Co. of Sandusky, OH.  That bank sets up a temporary account for you to receive the refund, and then takes out the TurboTax fees.  It then sends the remainder on to your bank account in a second direct deposit.  If that deposit fails, the intermediary bank will mail you a check.

When you phone the live taxpayer number, follow these steps:

When prompted, press 1 for English.
When prompted, press 1 for current year product.
At next prompt, listen to all 3 choices, then Press 3 to speak to agent.

Your refund may be somewhat less if you chose to have TurboTax fees deducted from your refund. Also, be aware that your federal refund and your state refund seldom arrive at the same time.  If the refund you received was less than you were expecting, you will receive a letter from the IRS in about a month or so, explaining why your refund was lower.  It may have been offset because you owed child support, spousal support, student loans, back taxes, early withdrawal penalty from an IRA, healthcare penalty, an incorrect data entry you made, etc.
