Do you mean will the IRS accept your tax return? Yes, your tax return can be accepted if it is e-filed correctly. If there is an offset for a debt you owe then the IRS will take care of seizing your refund and will send you a letter a few weeks later. TurboTax never knows about possible offsets to your refund.
