I had past due amount from my last year tax and made payment arrangements and was paying them monthly. This year the IRS did not return my Federal tax. What should I do?

I had past due amount from my last year tax and made payment arrangements and was paying them monthly. This year the IRS did not return my Federal tax. What should I do?
If you are saying that the IRS took your refund this year even though you had monthly payment arrangements, then this is normal. The IRS will not pay your refund when you have back taxes owed - even when you have a payment agreement to pay monthly. Instead, they will apply your refund to any back taxes owed. You still have to make your monthly payments if you still owe a balance but your overall balance will be less and you will likely finish paying them off sooner.
