That's question for the post office. If you're getting a paper check in the mail I would allow a week if you're in the United States, longer if you're in another country. It's no different from any other mail. It depends on how long it takes the post office to get it from wherever the IRS mails it from to wherever you are. Also, I suspect (but don't know for sure) that the date the IRS says they mailed it is not really the date that they give it to the post office. It's the date that they printed the check, or maybe the date that they put it in an envelope to be mailed.
