No it does not ... once the return is efiled and accepted for processing the refund will not be released until the return is fully processed which can take 3 weeks or more due to the virus situation ... watch they IRS site here :

It seems I owe money to the IRS and want to take advantage of the 180 day payment plan as I can't afford to pay anything for 4 weeks please help
