We do not know what you are looking at.  We cannot see your screen.  Your federal tax refund is shown on line 35a of your Form 1040.   We do not know if you prepared a state return----did you?   Is there tax due for the state?   Are you seeing a difference between your federal refund and state tax due in the summary?  Look carefully at your state return---do you owe the state?

Yes I do owe the state $529.00

There it is, then.   You saw a summary that netted out the difference between your federal refund and the amount you owe to the state.

You must pay your state tax due using the state’s preferred method of receiving payment.  For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.
