The notice you received from the IRS includes clear instructions (and a time frame....don't miss that deadline) for responding to the notice. You'll need to respond, including copies (keep the originals) of your bank statements that support your position. The IRS isn't always right. As long as you include your proof, they will review the statements and get back to you.
Just follow the instructions in your notice and mail the supporting documents back to the IRS. I'd recommend sending the response using Certified Mail so that you'll have proof that the IRS received your letter. Always keep copies of everything you've sent to the IRS.
In your Letter 6419, the section "How the IRS determined your payments amounts" states that if you did not receive one or more payments, you should contact the IRS at 800-908-4184 before filing your return.
