No you will not get an email if the IRS changes your refund or offsets it for any sort of debt you owe like child support. TurboTax does not get any feedback from the IRS after your tax return is accepted and will not know anything about changes they make to your refund. If they reduce or seize your refund you will receive a letter of explanation from the IRS.
