If i paid last years daycare balance this year, do i amend last years taxes or claim it this year?

Claim the payments in the year the payments were made. 

According to the IRS:

"If you had expenses in 2018 that you didn't pay until 2019, you can't count them when figuring your 2018 credit. You may be able to claim a credit for them on your 2019 return."
