The instructions in TurboTax 2020 offer "2019 state estimated taxes paid in 2020". Is this where I should enter my 2020 payment for a state tax owed for 2017?

Here is how to enter.

1. Log into Turbo Tax
2. Go to federal>deductions and credits>estimates and other taxes paid.
3. Go to other income taxes>start or revisit
4. Go to other income Taxes paid in 2020
5. Go to Payments for 2018 or prior year state or local income taxes paid in 2020.
