If I owe taxes from 2014, can't they just take it out of 2016 refund so I don't have to send it in?

I owe a tax bill of 634 from 2014 but am getting back a refund for 2016. Will IRS just deduct amount owed?

If you owe back taxes and are receiving a tax refund on the 2016 tax return, then the IRS will seize your tax refund and apply the refund to the back taxes owed, including interest and penalties for the back taxes.  If the tax refund satisfies the tax debt the IRS will send you remainder of the refund.
