NO, you cannot pay any state taxes out of a Federal refund.   The only thing that can be paid out of the Federal refund is TurboTax product fees. 

 

You have to pay the state taxes yourself by whatever method your state allows, but not out of the Federal refund.  TurboTax should tell you the state tax payment options for your particular state when you go through the File section, or you can check on your state DOR's website.

 

By the way, if you choose to pay TurboTax product fees out of the Federal refund, there is an additional $40 service fee ($45 for California filers.)   So you save money if you pay your product fees upfront by credit/debit card or a prepaid debit card.
