If I owe back taxes to the state and not to the IRS will the IRS give the state my refund

The state can petition the feds to take the federal refund to satisfy a state debt ... this is common.

If the state hasn't filled a petition with the Feds is is possible that I could get my refund from the IRS

That would be logical.
