If I just received a 1099-B do I need to make an amendment for 2018 taxes? After 1040X is available do I need to wait until after I receive my refund?

Yes, wait to get refund as that amount will be listed on the 1040X, and should IRS make changes to it, the correct amount needs to be shown.

Also the Amended return cannot be processed until the original return is processed and you know that when the tax refund comes.
