If I didn’t file 2016 taxes, will the IRS take it out of my 2017 refund? On WMR it says I have a dd of February 28th and there is no 203 notice so am I ok?

There is no guarantee, but if you have a DD date and no notice then it is likely that you will get your refund. If you didn't file and you would have been due a refund, there would be no penalty, interest or any reason for them to withhold your refund.
If you owe taxes, you should file that as soon as possible so you don't continue to accrue interest and penalties when you finally do file.
