I amended my return to include the recovery rebate credit. Now the rebate shows, and it shows my taxes as being reduced, but I shows the reduced amount as being owed, when I have already paid more than that with my original return. It seems that there should be a place to put in the tax I paid when I filed my original return. Turbotax show that both my taxes owed/refund as zero, but now I should be receiving a refund due to overpayment of taxes now that I am getting the recovery rebate. Should I file the taxes as is, and because it is an amended return, I will get it as a refund rather than a credit?

For my amended return, where on Turbo Tax do I enter the tax paid with my original return so that it shows up on line 16 of my amended return? When I go under deductions and credits, I don't see a category for taxes paid by taxpayer, just Payments w/ extension, 2019 refund applied to 2020, or Withholding not already entered on a W2 or 1099. As you continue through the amendment interview you will eventually be asked about payments you may have made with your original return or any refunds received already from your original return.
I do want to reiterate what @HelenC12 mentions, you should wait for your original return to be processed. The IRS is correcting misstated stimulus payments on 2020 tax returns. You probably do not need to amend if only for stimulus payments.

My amended return is finished, but it is saying that I still owe taxes even though they were paid with my original return. Turbo tax is giving me a form to send in for the taxes I already paid Can I just ignore that since my 1040X shows that it was already paid?
It sounds like there is something wrong with your form 1040-X. line 16 should show the tax you paid when you filed your original return. Line 17 should be the tax you paid in plus the tax withholdings and credits that were on your original return.
Line 20 should be blank and line 22 should be the refund you are anticipating. If not, you should go back through the amended return and make corrections.
I am amending my amended return because I submitted it and it never showed the credit for the taxes I paid with my original return. On my first amended return form 1040X, it showed what I paid in on line 16, but did not carry it to line 17. There was also not any additional information on my amended return regarding income or deductions. The only line that had any information on it was line 16. If we can't figure out what is wrong, Would there be a problem if I mailed in the amended return since I e filed the original return, and my first amended return?
No, do not mail another amended if the only problem is the payment. The IRS will process that and know that you are due a refund. The IRS cross checks stimulus paid, taxes paid, etc before it finalizes. They will see the correct amount you paid and adjust your amend to send you a refund.
Mailing in a paper return for them to open next year would be way too late and a waste of your time and theirs.

You will file a form 1040. After entering your personal information, income and deductions you will enter a "Federal Review" interview section. There you will be asked if you received any stimulus payments for rounds one and/or two (1200/600). If you answer "NO" and the information you entered in your tax return indicates you are eligible, the missing stimulus payments will be added to line 30 of your form 1040 as a Recovery Rebate Credit.
