Click on the File menu at the top left of the desktop program screen. Click on New Tax Return

Do I need to buy another download with a different user name , etc,? I don't see a file dropdown box showing options.

Your message shows you are using the TurboTax Deluxe desktop CD/Download edition for Windows. All the TurboTax software for Windows has tabs in the black bar across the top of the desktop program screen.
