If 2017 state refund was garnished by IRS; is it still considered a refund received for 2018?

Unfortunately, a state garnishment it is still considered a refund and is considered income on your 2018 income tax return if you itemized in 2017.

Unfortunately, a state garnishment it is still considered a refund and is considered income on your 2018 income tax return if you itemized in 2017.
