I was filed as a dependent on my parent's 2019 tax return. Does it mean that I already file tax? or I did not file tax for 2019

No that doesn't count as filing your own return. If you have income you need to file your own return. Be sure on your return to check the box that says you can be claimed on someone else's return.
CAN I FILE A RETURN IF I AM A DEPENDENT?
If you can be claimed as a dependent on your parents’ return, you can still file your own return so that you can receive a refund of taxes withheld. (You will not get back anything for Social Security or Medicare withheld.) Be sure that on your own return you say that you can be claimed as a dependent on someone else’s return.
